Yes, with consent and within the rules. Two regimes apply at once: Meta's own policies, which require opt-in and pre-approved templates for business-initiated messages, and UAE telemarketing regulation.
Cabinet Resolution No. 56 of 2024 defines marketing communications broadly enough to reach marketing SMS and social-media messaging, not just voice calls, and TDRA's policy on unsolicited electronic communications sets its own permitted hours and consent requirements — which are not the same as the 9:00–18:00 window that applies to outbound calling. Do not assume one set of hours covers both channels.
Practically: keep a documented consent basis for every contact you send promotional messages to, honour opt-outs immediately and permanently, and keep transactional messages clearly separate from promotional ones. Templates that need Meta approval are submitted in both languages so a campaign or reminder never falls back to English for an Arabic-speaking customer. Hindi, Urdu, Malayalam, Tagalog and Russian are available where your customer base needs them.
Only if you send badly. Meta assigns every business number a quality rating based on how recipients react — blocks and spam reports push it down, and a low rating caps how many messages you can send.
