TDRA-Compliant Outbound AI Calling for Dubai Brokerages

Outbound AI calling is using a voice agent to place calls on your behalf — following up new enquiries, reactivating a dormant database, chasing renewals, and recovering no-shows. The agent dials, holds a real conversation, qualifies against your criteria, then books the meeting or hands a warm caller to a human. In the UAE it also has to obey the same telemarketing rules a human caller does, which is where most deployments come unstuck.

Outbound AI Calling

Benefit

Speed Wins the Lead. Compliance Keeps the Licence.

Outbound is the half of AI calling that carries real risk in the UAE. By June 2026 the TDRA had issued AED 19.19 million in telemarketing fines and disconnected 9,433 numbers. Getting the callback out in seconds matters — but so does being able to prove every one of those calls was allowed.

The First Call Wins

A Bayut or Property Finder enquiry reaches several agencies at once. Research on lead response is blunt about this: calling within five minutes beats calling within thirty by a wide margin. Your agent dials in seconds.

DNCR screening, the 9:00–18:00 window, calling from your registered number, identity disclosure and opt-out handling are all enforced by the platform. Nobody has to remember them at 5:55pm on a Thursday.

Works the Lists You Gave Up On

Four thousand old enquiries is a week of nobody's time and a job your closers will always postpone. An agent works the whole file in a day and passes back only the ones worth a human call.

How It Works

How Do You Launch an Outbound AI Calling Campaign in the UAE?

Four steps. The first one is the step most vendors skip, and it is the one that decides whether the other three are legal.

01

Confirm You Are Cleared to Call

Before a single number is loaded, we check the basics with you: does your licence cover marketing activity, do you hold prior approval from your competent authority, and are you calling from a company-registered UAE number rather than a personal SIM? We cannot obtain that approval on your behalf — it sits with your business. What we can do is tell you plainly whether you have it, and decline the project if you do not.

02

Build the List and Screen It

We segment the file — new enquiries, dormant leads, renewals, no-shows — and record the consent basis for each group, because an existing customer and a cold list are not the same thing under UAE law. Every number is then screened against the TDRA Do Not Call Register before it enters the dialling queue, and re-screened as the register updates.

03

Script It and Set the Guardrails

We write the opening disclosure — who is calling, which company, why, and that the call is recorded — then agree the qualifying questions and the escalation rules. The guardrails go in at the same time: the 9:00–18:00 window, no same-day callback if someone has declined, instant opt-out on request, and a cap on attempts per contact.

04

Launch Small, Listen, Then Scale

We start with a few hundred numbers and listen to real recordings together — not a dashboard summary. You hear how it opens, how it handles a "not interested", and where it should have transferred sooner. Once the connect and qualify rates hold, volume goes up. You keep a kill switch and a full audit trail throughout.

Feature Capabilities

What the Agent Does, and What It Refuses to Do

Half of these features exist to make calls happen faster. The other half exist to stop calls that should not happen at all — which, in this market, is the more valuable half.

Speed-to-Lead Callback

Fires the moment a portal or web enquiry lands — inside the permitted window — so you are the first voice that lead hears rather than the fourth.

DNCR Screening

Numbers on the TDRA Do Not Call Register are blocked before dialling, not filtered afterwards. Calling a registered number is one of the most expensive mistakes available.

Calling-Window Control

Campaigns run 9:00–18:00 Gulf Standard Time and stop dead at the boundary. Queued numbers roll to the next permitted slot instead of going out late.

Disclosure & Opt-Out

Every call opens by naming your company, the purpose, and the recording. Say "remove me" and the contact is suppressed immediately, across every future campaign.

Database Reactivation

Works dormant enquiries, expired renewals and no-show lists at volume, in Arabic or English, and hands back only the contacts that showed genuine intent.

Recordings & Audit Trail

Every call recorded with notice given, every transcript and consent state filed against the contact — so if you are ever asked to show your working, you can. Inbound stays with your AI receptionist.

Testimonials

From Missed Calls to Booked Viewings

The pattern is consistent across sectors: the calls were always coming in. They were just arriving at 11pm, in Arabic, or fourteen at a time — and landing in voicemail.

We were losing Property Finder leads overnight to whoever called first. Now the callback goes out in seconds and my agents walk in to a diary of confirmed viewings.

Rashid K. Brokerage Director · Business Bay

Investors call us from London and Singapore at odd hours. Being able to qualify them properly at 2am instead of offering a voicemail box has changed how serious we look.

Nadia V. Investment Advisor · DIFC

Half our patients open in Arabic and switch to English. The agent handles it better than the last three receptionists we hired, and it never calls in sick during flu season.

Dr. Layla H. Clinic Owner · Jumeirah

Summer is our peak — AC calls come in from six in the morning. The agent triages emergencies, quotes the standard jobs, and only escalates what actually needs me.

Suresh M. Operations Manager · Al Quoz

The compliance side was what sold our legal team. Calling windows and DNCR screening are enforced by the system, so nobody is relying on an agent to remember the rules.

Fatima A. Compliance Lead · DIFC

Hear It Call Before You Load a Single Number

We will run a live outbound call so you can hear the opening disclosure, the qualifying questions and the handover. Bring one of your own dead lists and we will tell you honestly whether it is worth working.

FAQS

Outbound AI Calling in the UAE: Your Questions Answered

The rules, the hours, the register and the penalties — answered directly, with the sources listed underneath.

Outbound AI calling is using a voice agent to place calls on your behalf. It dials the contact, holds a natural conversation, qualifies them against your criteria, and then books a meeting or transfers a warm caller to a human.

The common uses are following up new enquiries within seconds, reactivating a dormant database, chasing renewals, and recovering no-shows. It is the opposite direction of travel from an AI receptionist, which answers calls coming in — and that direction matters, because outbound is the side UAE telemarketing law regulates.

Yes, provided you follow the same rules that apply to human telemarketers. UAE Cabinet Resolution No. 56 of 2024 is technology-neutral, so an AI caller is held to exactly the same standard as a person.

In practice that means: prior approval for marketing activity from your competent authority, calls placed only from your company's registered UAE number, screening against the Do Not Call Register, stating who is calling and why at the start, calling only within permitted hours, and no same-day callback if the person has already declined. The Ministry of Economy oversees implementation and the TDRA manages the register.

The licence and approvals sit with your business, not with us. Our platform enforces the operational controls — we cannot make an unapproved company compliant.

Marketing calls in the UAE are permitted between 9:00 and 18:00 Gulf Standard Time. Calling outside that window is a fineable violation.

Marketing SMS sits under a separate TDRA policy with its own hours and consent requirements, so do not assume one window covers both channels. Our campaigns stop at the boundary automatically and roll queued numbers into the next permitted slot rather than pushing them out late.

Answering inbound calls is not telemarketing, so this window does not restrict a 24/7 AI receptionist — only outbound campaigns.

The DNCR is the UAE's Do Not Call Register, managed by the TDRA. Residents add themselves by texting DNCR to 2211, and licensed companies must not call any number on it. Screening is mandatory, not optional.

Calling a registered number is among the costliest violations in the schedule — reported fines start at AED 50,000 for a first breach. Residents can also report an unwanted call by sending the caller's number to the same shortcode, which is how a large share of enforcement cases begin.

We screen every number before it enters the dialling queue and re-screen as the register updates, because a list cleaned three months ago is not a clean list today.

Most people do not notice, but we do not recommend hiding it — and on marketing calls you are required to identify the caller and the purpose at the start regardless.

Our default opening names your company, states why you are calling, and gives the recording notice. In our experience people react far worse to being called at the wrong hour, or repeatedly, than to being called by an AI that gets to the point and takes "no" the first time.

Cabinet Resolution No. 57 of 2024 sets out 18 categories of administrative violation, with fines ranging from AED 10,000 to AED 150,000 — plus suspension of telemarketing activity or licence cancellation in serious cases.

Enforcement is real and increasing. By June 2026 the TDRA had issued AED 19.19 million in fines across 3,301 violations against individuals, disconnected 9,433 personal mobile numbers, and received 92,748 public reports. In late 2024 the figure was AED 3.8 million, which shows the direction of travel.

A few specifics worth knowing:

  • Marketing from a personal number: AED 5,000 first offence, with all numbers in that person's name suspended until paid
  • A second personal-number violation within 30 days: AED 20,000 and a three-month disconnection
  • Calling a DNCR-registered number: fines reported from AED 50,000 for a first breach
  • The authority may choose a warning, fine, 7–90 day suspension or licence cancellation based on severity, rather than stepping through tiers in order
